Overview: I quite enjoy skipping rocks, and it's always good to brag about how many skips you've managed to make.
When will this goal be completed: When a rock has made 20 clearly discernible skips across water.
A suitable time for beginning the goal: Any time.
Foreseeable problems: Near impossibility of 20 skips. Unlikely, though I don't know.
